At the time (and maybe still today), federal funding was dependent upon keeping butts in the seats. We could not suspend or expel unless they committed physical violence. There were basically no real consequences for verbal abuse or other bad behavior. I followed the exact letter of the law — I did not have the authority to suspend her. It had nothing to do with being “uncomfortable” with “hard decisions.”
