Oh, he has a plan for that! Infertile couples will still get extra votes. I’m not sure how that works. If extra votes are given for the number of children you have (which is his plan), then how many votes do infertile couples get? And does he expect that a population who is against vaccine passports will readily agree to hand over personal, emotionally-charged medical records to government officials in order to prove their infertility and earn those extra votes? Hmmmm….
