This is brilliantly explained. I have been horrified to see people sharing memes on Twitter and the like where someone calls 911 and says, "Help, I'm being murdered," and the operator answers, "Sorry, we can't, we've been defunded." The manipulation and fear-mongering of that enrage me. Thankfully, I am seeing just as many people clap back and explain what this really means.

Doesn't help that a certain person in the white house is also spreading this fear-based propaganda.

Anyways...one sentence really stood out for me - that communities have the right to reassess their relationship with law enforcement. BRILLIANT.
