Women still have to cover their genitalia, so it being more “hidden” than a penis doesn’t track as far as why penises and breasts are put in the same category. Further, my point stands: chests are chests, genitalia is genitalia, and the two should not be conflated in these laws. They are not the same thing. Your argument suggests that women should be able to walk around without pants on, but always cover their chests, and the opposite for men. I wouldn’t vote for that — that sexualizes breasts EVEN MORE.
